About the Role
Henrico County's Department of General Services is seeking a Capital Projects Manager to lead and deliver multiple concurrent capital projects from inception to completion. This is a hands-on project leadership role with real scope - you'll manage mid- to large-size construction and infrastructure projects across County facilities, coordinate the full project lifecycle, and serve as a key liaison between internal teams, consultants, contractors, and public stakeholders including the Board of Supervisors.
What You'll Own
- Planning, budgeting, resource coordination, and inspection of multiple concurrent capital projects, including multi-departmental facility construction and significant infrastructure upgrades
- Preparing and monitoring project budgets, including projects with federal, state, and local funding sources
- Coordinating and leading the bidding process; negotiating and administering contracts with consultants and contractors
- Reviewing and interpreting complex engineering and architectural plans to provide technical recommendations
- Identifying and escalating critical path issues; developing and implementing solutions to project challenges
- Preparing and presenting project reports to County leadership, the Board of Supervisors, and public stakeholders
- Supervising and task managing assigned professional staff, consultants, and contractors
Who We're Looking For
An experienced project manager with a strong technical foundation in construction, architecture, or engineering who is equally comfortable reading a set of plans and presenting to an executive audience. You manage complexity well, keep multiple projects moving at once, and know how to lead people through the full arc of a capital project. PMP certification is a plus. Whether you hold a degree in a related field or have built your expertise through equivalent experience, we want to hear from you.
Computer proficiency in Microsoft Office Suite; familiarity with GIS and computer aided design (CAD) software.
Strong oral and written skills with the ability to communicate complex technical information; ability to develop and maintain effective working relationships internally and externally.
Work is performed independently under general supervision of Division Director or equivalent; requires strong technical judgment, project management skills, and collaboration with various stakeholders.
Ability to work in a wide array of indoor and outdoor locations and weather conditions based on assigned job duties and operational need.
Visual and hearing acuity sufficient to interact accurately with a diverse audience of citizens. Physical ability sufficient to perform assigned duties in an office environment and at various other duty-related locations as needed.
Valid driver's license to perform assigned duties in various locations.
May require additional division or discipline-specific certification(s) and license(s).

Four (4) year degree in related field; architecture, construction, or engineering preferred, and three (3) years of project management experience; PMP certification is preferred; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
