General Statement of Duties


The JROTC program aims to educate and train young men and women by promoting leadership, character development, military knowledge, physical fitness, and citizenship, while introducing them to military career opportunities.

The successful candidate will be required to:

  • Work collaboratively with the school administration to support the recruitment of students into the program. 
  • Provide ongoing leadership and command of the ROTC unit at the school. 
  • Duties will include managing the unit supply functions, coaching the drill teams, and performing other administrative duties associated with the JROTC program.
  • Must be willing to work after school, evenings, and weekends to plan and/or execute extracurricular activities for the unit.
  • Plan, organize, and deliver instruction to meet individual and group learning needs utilizing state guidelines and division curriculum. 
  • Regularly exhibit considerable knowledge of learning theory and best practices. 
  • Consistently act in the best interests of students and model appropriate behavior in all professional interactions.


Essential Duties

Instruction & Planning

  • Develop and deliver daily lesson plans aligned with state and district standards.
  • Use a variety of instructional strategies to meet diverse learning needs.
  • Implement differentiated instruction, accommodations, and modifications to support all learners.
  • Integrate technology and innovative practices into teaching to enhance student engagement.

Classroom Management

  • Establish and maintain clear expectations for behavior and learning.
  • Create a positive, respectful, and inclusive classroom environment.
  • Manage classroom routines to ensure safety, orderliness, and instructional time

Assessment & Data Use

  • Design formative and summative assessments to measure student learning.
  • Analyze data to monitor progress, adjust instruction, and support student achievement.
  • Provide timely, constructive feedback to students and parents.

Communication & Collaboration

  • Communicate regularly and professionally with students, families, and colleagues.
  • Participate in department meetings, team planning, and school initiatives.
  • Collaborate with special education staff, counselors, and support personnel as needed.

Professional Responsibilities

  • Attend work daily and fulfill all assigned responsibilities.
  • Participate in ongoing professional development to refine instructional practice.
  • Maintain accurate records, including grades, attendance, and required documentation.
  • Uphold all school and district policies, including professional and ethical standards.
  • Perform other duties as assigned.


Additional Information

The salary is determined by the minimum instructor pay (MIP), which is set and provided by the Navy Command. The actual MIP will be requested prior to accepting the assignment and is part of the employment certification process. The monthly salary will be paid by the school district and is based on a 12-month employment contract.

Starting in the 2023-24 school year, Henrico County Public Schools will designate select schools with high rates of vacant positions and provisionally licensed staff as Opportunity Schools. This position qualifies for an Opportunity School stipend of $3,500.

Minimum Requirements

  • Must be certified as a JROTC Instructor by the appropriate branch of service JROTC command
  • Be willing to obtain and maintain a VDOE teaching certificate.  
  • Strong skills in communication, collaboration, classroom management, and problem‑solving.
  • Ability to work effectively with diverse learners and school community members.


PHYSICAL REQUIREMENTS

  • Ability to stand, sit, and move throughout the classroom and school building.
  • Ability to lift or move instructional materials up to 25 pounds.
  • Ability to monitor students in various settings, including classrooms, hallways, and school grounds.
